On behalf of the GOVNET, two papers on the subject of addressing governance issues after conflict have been prepared for this meeting. The first paper (A)-Lessons on Approaches to Reconstructing Governance Systems from Other Complex Political Emergencies-illustrates the varying outcomes of donor approaches to the reconstruction of governance systems, in a broad sense, in post-conflict situations. The second paper (B) – Lessons on Government/Donor Relations from Other Post-Conflict Settings-distills some practical lessons from previous experience about the kinds of changes in donor behaviour that would improve outcomes in government reconstruction and reform.
